PBO commonly means Packed by Owner and identifies cartons or goods packed by the customer rather than by the mover.
In plain English
The customer prepared the carton before the moving crew handled it.
Why it matters
The mover may have limited visibility into the contents, packing method, internal condition, or adequacy of protection inside a PBO carton. That can matter when responsibility for loss or damage is later evaluated.
