## Non-Binding Estimate

A **non-binding estimate** is an estimate of expected moving charges that does not guarantee the final price. The final amount can change based on the actual shipment, services performed, and other lawful charges.

### In plain English

The mover is giving you a projected price, not a fixed-price promise. If the shipment weighs more than estimated, contains more items, or requires additional services, the final charge may be higher.

### Why this term causes confusion

Customers often treat any written estimate as a guaranteed total. A non-binding estimate is different: it is a forecast of charges based on the information available when the estimate is prepared.

### Operational meaning

Accuracy depends on a complete survey, inventory, access information, service selection, and realistic shipment assumptions. Poor inputs at the estimating stage increase the risk of large differences later.

### Who this affects

Customer · Estimator · Operations · Billing

### Where this sits in the move

Survey → Estimate → Loading → Final charges

### Stakeholder perspectives

The customer needs to distinguish the estimated price, the payment required at delivery, and the final charges.

### Responsibility and handoff

Keep the estimate, service records, charging basis, and applicable shipment records together.

### Common misunderstanding

An interstate delivery-payment limit is not a universal final-price cap and should not be applied to every intrastate move.

### Jurisdiction matters

For U.S. interstate household-goods moves, see [FMCSA estimating guidance](https://www.fmcsa.dot.gov/protect-your-move/how-to/subpartD?ref=relocationecosystem.com). Texas intrastate moves use a [binding or not-to-exceed proposal framework](https://www.txdmv.gov/sites/default/files/body-files/hhgbrochure.pdf?ref=relocationecosystem.com). Identify the move type before applying either set of terms.

### TRE common-language definition

> **Non-Binding Estimate:** A written projection of moving charges that may change when the actual shipment, services, or conditions differ from the assumptions used to prepare the estimate.
