# Moving Within Your State: Requirements, Rights and Mover Verification

**Moving within a state? Start with the agency, documents and protections that apply there.** This pilot covers Arizona, California, Florida, North Carolina, Texas and Washington. It is a source-linked starting point, not a completed review of all 50 states and D.C.

**You are about to hand over everything you own to someone you do not know.** Before paying a deposit, [research the mover and use the pre-deposit checklist](https://relocationecosystem.com/how-to-research-a-moving-company/). Verify the company’s identity, the authority your move requires, and your belongings’ protection. Then use your state profile below.

## How to use these profiles

For each move, check operating authority, price calculation and ceilings, required documents, protection for goods, claims and complaints, and exceptions. A company’s business insurance is different from its liability to you. An agency’s license or registration is not a recommendation of a provider.

Before booking, confirm the provider’s legal name and role; compare the same inventory and services; keep the estimate, contract and change records; choose protection consciously; and obtain the correct claim instructions. Industry readers should verify authority, insurance filings, tariff obligations and form requirements directly with the agency.

## Arizona

**Scope and authority:** Intrastate household-goods services. The Arizona AG’s May 2023 guidance states that Arizona has no mover-specific registration law or professional license requirement. That statement does not establish exemption from every business, vehicle or local obligation. **Consumer checks:** Identify the business and get itemized prices, payment methods and loss/damage terms in writing. Arizona’s [§44-1612](https://www.azleg.gov/ars/44/01612.htm?ref=relocationecosystem.com) specifies the signed contract and disclaimer needed for the delivery-payment exemption. [§44-1614](https://www.azleg.gov/ars/44/01614.htm?ref=relocationecosystem.com) addresses release after tender of the estimated contract price less prior payments, with protections for medicines and disability-related items. Additional requested services require written fee acknowledgment; the section distinguishes later collection from withholding goods.

**Industry checks:** Follow the applicable contract, disclosure and release provisions. [§44-1613](https://www.azleg.gov/ars/44/01613.htm?ref=relocationecosystem.com) requires accurate representations of fees and insurance/loss coverage. Do not advertise “fully insured” without explaining what that means for the customer.

**Help and limits:** Use the [AG complaint route](https://www.azag.gov/complaints/consumer?ref=relocationecosystem.com); the AG also identifies law enforcement for unlawfully withheld goods. Statewide tariff/rate controls, general vehicle insurance minima, local exceptions and claim limitation periods are not yet verified in this profile. Do not interpret an unverified field as no requirement.

## California

**Scope and verification:** For household-goods moves within California, check the mover’s BHGS authority through the [official license search](https://bhgs.dca.ca.gov/enforcement/lookup.shtml?ref=relocationecosystem.com). [BHGS industry guidance](https://bhgs.dca.ca.gov/licensee/hhm%5Ffaqs.shtml?ref=relocationecosystem.com) distinguishes general and interstate mover licenses and identifies limited service exceptions.

**Consumer checks:** Obtain the moving agreement, applicable notices, written estimate and not-to-exceed price. Changes requested by the customer must be documented; a change order cannot merely repair the mover’s underestimated cost. Keep copies. BHGS states loss/damage claims must be made in writing within nine months after delivery. [BHGS consumer guidance](https://bhgs.dca.ca.gov/consumers/movers?ref=relocationecosystem.com).

**Rates and protection:** [Maximum Rate Tariff 4, effective January 1, 2026](https://bhgs.dca.ca.gov/forms%5Fpubs/2026%5Fmax%5Frate%5Ftariff.pdf?ref=relocationecosystem.com), sets applicable rates and rules. Identify the tariff item and your protection election; do not assume business cargo insurance guarantees replacement value.

**Industry checks:** The BHGS FAQ identifies liability, cargo and, where applicable, workers’ compensation insurance filings, along with licensing and tariff knowledge requirements. Packing/unpacking-only exceptions do not extend to a business that also acts as a household mover.

**Help and limits:** Use [BHGS complaint options](https://bhgs.dca.ca.gov/consumers/index.shtml?ref=relocationecosystem.com). Service-specific storage, labor-only, local and tariff exceptions need review for the actual operation; this profile is not a permit application checklist.

## Florida

**Scope and verification:** Intrastate movers and moving brokers register with FDACS. State registration does not replace local licensing requirements. Check the [FDACS business search](https://cslicense.powerappsportals.us/Business-Search/?ref=relocationecosystem.com) and identify whether the company is the mover or broker. [FDACS registration guidance](https://www.fdacs.gov/Business-Services/Moving-Companies?ref=relocationecosystem.com).

**Consumer checks:** [§507.05](https://www.leg.state.fl.us/Statutes/index.cfm/index.cfm?App%5Fmode=Display%5FStatute&Search%5FString=&URL=0500-0599/0507/Sections/0507.05.html&ref=relocationecosystem.com) requires the registered mover’s written estimate and contract before services, with itemized services/costs, dates, contacts and payment methods. Check any broker’s separate fee and role: [§507.056](https://www.leg.state.fl.us/statutes/index.cfm?App%5Fmode=Display%5FStatute&Search%5FString=&URL=0500-0599/0507/Sections/0507.056.html&ref=relocationecosystem.com) restricts brokers from preparing the total moving estimate and requires disclosures.

**Protection and industry checks:** FDACS requires insurance or qualifying alternatives and continuing coverage. Review the customer’s liability/valuation terms separately. Registration, advertising disclosures, contracts and local obligations all need attention; registration alone is not the whole compliance task.

**Help and limits:** Contact FDACS through its [official guidance page](https://www.fdacs.gov/Business-Services/Moving-Companies?ref=relocationecosystem.com) for complaint assistance. [Chapter 507, especially §§507.06–.07](https://www.leg.state.fl.us/Statutes/index.cfm/index.cfm?App%5Fmode=Display%5FStatute&URL=0500-0599/0507/0507.html&ref=relocationecosystem.com), addresses delivery, storage and prohibited conduct. This profile does not establish a statewide tariff or mileage cutoff. Local rules, labor-only applicability and claim deadlines require case-specific verification. Statutory pages reviewed display the 2026 compilation; that compilation date is not each provision’s effective date.

## North Carolina

**Scope and verification:** The NCUC oversees covered intrastate household-goods moves. Check the [official carrier list](https://www.ncuc.gov/industries/documents/carriers.pdf?ref=relocationecosystem.com); the agency warns that its monthly list may lag current status and provides 919-733-7766 for confirmation.

**Consumer checks:** [Moving 101](https://www.ncuc.gov/industries/transportation/movingguide.html?ref=relocationecosystem.com) describes hourly pricing for moves of 35 miles or less and weight/distance pricing beyond 35 miles. Maximum rates allow lower negotiated rates. Ask which estimate type and approved forms apply, and document service changes. Select valuation before the move; company insurance and the customer’s valuation election serve different purposes.

**Industry checks:** Verify the certificate, current Maximum Rate Tariff, forms and insurance requirements. The guide distinguishes interstate, international, government/military, commercial and new-furniture deliveries from its intrastate jurisdiction.

**Help and limits:** The guide directs written loss/damage claims to the mover within nine months after delivery and identifies Public Staff assistance at 919-733-7766\. Its storage discussion distinguishes transportation-related and permanent storage. Labor-only exceptions, current tariff amendments and any local requirements need further verification for the particular service. The guide does not display one effective date for every rule it summarizes.

## Texas

**Scope and verification:** Verify active authority using the lookup linked by [TxDMV’s moving guidance](https://www.txdmv.gov/motorists/consumer-protection/dont-make-a-move?ref=relocationecosystem.com). The lookup currently routes to TxMCCS. [TxDMV registration guidance](https://www.txdmv.gov/motor-carriers/txdmv-number?ref=relocationecosystem.com) includes compensated household-goods transportation regardless of vehicle weight.

**Consumer checks:** Before loading, get the written binding or not-to-exceed proposal and moving services contract. The first states the price; the second allows a lower charge within the stated ceiling. Record all services, accepted payment and agreed changes. Discuss liability for belongings separately from purchased transit insurance. **Industry checks:** Maintain active registration and required liability/cargo insurance filings. Confirm current carrier tariff and proposal rules for your service. [Registration and insurance requirements](https://www.txdmv.gov/motor-carriers/txdmv-number?ref=relocationecosystem.com).

**Help and limits:** TxDMV directs customers to file written charge or loss/damage claims with the mover within 90 days after delivery; its guidance explains mediation and complaints. Use those [official instructions](https://www.txdmv.gov/motorists/consumer-protection/dont-make-a-move?ref=relocationecosystem.com) promptly. This profile does not verify every local, labor-only or storage exception or a complete amendment history. The review date is not a rule’s effective date.

## Washington

**Scope and verification:** Covered intrastate household-goods movers need UTC permits. Start with [UTC’s mover resources](https://www.utc.wa.gov/km/node/97?ref=relocationecosystem.com) to check a company and use its [consumer guide](https://www.utc.wa.gov/km/node/73968?ref=relocationecosystem.com).

**Rates and documents:** The guide describes hourly pricing through 55 miles and weight/distance pricing at 56 miles or more, within the commission’s rate framework. Require the written estimate, inventory and bill of lading; document extra services through the applicable supplemental estimate. Read [Tariff 15-C, effective January 1, 2026](https://www.utc.wa.gov/sites/default/files/2026-01/TV-250890%20-%20Tariff%2015-C%20-%20Effective%2020260101.pdf?ref=relocationecosystem.com), for the applicable provisions.

**Protection and industry checks:** Maintain permit, safety and insurance requirements. Confirm the customer’s selected liability option and exclusions. Business insurance is not the same as the amount recoverable for a damaged item.

**Help and limits:** The guide directs written loss/damage claims within nine months of delivery or expected delivery. Work with the mover first; use [UTC complaints](https://www.utc.wa.gov/FileComplaint?ref=relocationecosystem.com) if unresolved. UTC can facilitate discussions but does not compel a damage-claim settlement. Permanent storage and small-goods services have distinct treatment; verify the applicable section rather than extending the ordinary moving rules automatically. Labor-only and local exceptions are not comprehensively reviewed here.

## Other states and D.C.

Detailed TRE profiles for the remaining jurisdictions are pending. The [FMCSA state enforcement directory](https://www.fmcsa.dot.gov/protect-your-move/state-law-enforcement?ref=relocationecosystem.com) is a starting route to official agencies, not a substitute for checking current authority and rules. Do not use a pilot state’s requirements as your own state’s requirements.

## Review status and corrections

These six pilot profiles were source-checked September 4, 2026\. They summarize selected official guidance and identify open applicability questions; they are not exhaustive legal compliance certifications. Unknown fields mean not yet verified, not no requirement. No specialist legal review is claimed.

The next planned editorial review is December 4, 2026, with earlier review needed for rule changes, agency changes, revised tariffs or broken source links. A planned date is not evidence that a later review has happened. Keep the source’s effective date distinct from TRE’s checking date.
