## Binding Estimate

A **binding estimate** is a written agreement made in advance with a household-goods mover that fixes the total charge for the move based on the quantities and services listed in that estimate.

### In plain English

If the shipment and services stay within the scope shown on the binding estimate, the customer should expect the amount due at delivery to match that agreed estimate. FMCSA describes a binding estimate as an agreement that guarantees the total cost based on the quantities and services shown.

### What can change it?

A binding estimate does not mean the price can never change under any circumstances. If the customer adds items, requests additional services, or the scope changes before loading, the mover and customer may need to agree to a revised estimate or another permitted treatment of the changed scope.

### Why this term causes confusion

Customers often hear “binding” and interpret it as an unconditional price guarantee. The more precise meaning is that the estimate binds the agreed scope. If the scope changes, the pricing agreement may also need to change.

### Operational meaning

For movers, the quality of a binding estimate depends on the quality of the survey, inventory, access information, service selection, and documentation. Missing items or access conditions can create disputes later even when both parties believed the estimate was clear.
